Commissioners Approve Road Usage Agreement Amendment

Decatur County Commissioners voted to approve an amendment to the road usage agreement with Aypa Power at their March 16 meeting. The amendment adds county roads to the previous road usage agreement, allowing Aypa to use those as alternate routes if needed.

Sheriff Bill Meyerrose approached the commissioners about the need to construct a storage building. The commissioners recommended the sheriff department explore using an existing building previously used by the Decatur County Emergency Management Agency. Meyerrose also requested approval to accept funds from an Indiana Department of Health Grant – the funds will be used to acquire the following items:

100 gun locks

30 trauma kits for department vehicles

200 Child ID kits

The items cost $4,343.79 and can be fully covered by the IDOH grant. Commissioners granted approval for the sheriff department to accept the IDOH grant.

Judge Timothy Day gave an update on the JRAC opioid funds – Speranza House did not receive matching funds to the $25,000 they had requested previously and the funding that had been awarded to them contingent upon receiving matching funds was rescinded. There was a request from the Greensburg High School SADD Club of $2,000 which the JRAC Opioid Fund board approved. Decatur County commissioners voted to rescind the $25,000 to Speranza House and approve the $2,000 to the GCHS SADD Club.

Commissioners voted to approve a fifth addendum, Resolution 2026-06, to the city-county economic development plan.  This resolution amends the plan to assist schools serving Greensburg and Decatur County by funding educational opportunities and equipment that enhances educational opportunities, allow students to participate in the competitive, global economy. The resolution was previously approved by the Area Plan Commission on March 4 – following the commissioners’ approval, it will get a public hearing at the Decatur County Redevelopment Commission’s April 15 meeting.

Resolution 2026-07 was approved – this resolution enables the county to begin accepting requests for proposals on county property along the I-74 frontage road. Bids for highway materials were opened and reviewed.

Voters Must Register by April 6

Indiana residents interested in voting in the primary elections May 5 must be registered to vote by April 6. People have the right to vote in Indiana if they meet the below criteria:

Are both a United States citizen and resident of Indiana.

Will be 18 or older before the next general election, on November 3, 2026, or municipal election.

Are not currently in prison after being convicted of a crime.

Have lived in the precinct where they vote for at least 30 days prior to the election.

Are registered to vote.

Residents can register online at: http://www.indianavoters.in.gov/. To register, residents must have a valid Indiana driver’s license or an Indiana state-issued identification card. Residents can also register in-person or by mail. If registering by mail, the envelope must be postmarked on or before April 6, 2026 to be processed for the May 5 primaries. Certain military voters and their family members may be able to register until 12 PM on election day – contact one’s county voter registration office for more details if this is applicable.

Voters who are homeless, mobile, live at an address where the post office does not deliver or otherwise have a non-traditional residence can register to vote via one of the following methods:

Listing the closest intersection to where they live on the form in a box to the left of the “residence address” box.

Listing the address of a friend or shelter willing to receive mail for them in their county of residence in the box marked “mailing address” on the form.

College students can register to vote using their campus address.

County Council Reads REX Resolution

The Decatur County Council held the first reading of Resolution 2026-10 which, if passed, would establish an economic revitalization area on property containing the REX Pipeline pump station near Saint Paul. REX is requesting a ten-year, 100% abatement on the property. If Resolution 2026-10 passes after the second reading, it would allow Decatur County to negotiate development incentives with potential investments on the property.

Corrections to the salary ordinance were approved. The council heard an update regarding the Greensburg Decatur County Animal shelter – interviews for the new director have been completed and the salary will likely be between $48,000 and $52,000 annually.
